Introduction

All approved design changes and repairs have a single identified holder of that approval. The holder is responsible for the continued airworthiness of the change or repair covered by that approval, in the same manner that the Military Type Certificate (MTC) holder is responsible for the continued airworthiness of the product covered under the MTC.

Under the Defence Aviation Safety Program, the in-service SPO that holds the MTC for the product will also be issued all major change approvals for that product, regardless of who applied for the approval. For those design changes and repair designs approved under privilege, the holder will be the organisation that exercised their privilege to approve the design change or repair. For major repair designs approved by DASA, the holder will be the relevant in-service SPO, regardless of who applied for the approval.

What We Do

DASA will conduct regulatory oversight of all design approval holders, including any organisations supporting the holder in the discharge of their responsibilities. This will done via oversight of MTC holders for major design change approvals and Military Supplemental Type Certificates (MSTC); and oversight of Military Design Organisation Approval (MDOA) holders for minor change approvals and repair design approvals. 

How Do I Apply?

Organisations will become design/repair approval holders by either applying to DASA for approval of a design change/repair using DASR Form 31a or 31b, or approving design changes/repair under privilege. Organisations can also apply to DASA for MDOA to attain or amend privileges to approve minor changes and/or repairs.
