Introduction

Military Supplemental Type Certificates (MSTCs) are a means for the approval of a major change to a product’s type design. The application and certification process is the same as for any other major change. MSTCs will typically be issued for ease of fleet configuration management when the installation of a design change will be limited to only some aircraft.

A Supplemental Type Certificate Data Sheet (STCDS) will accompany the MSTC. The STCDS contains all information (or reference thereto) about the certification of the change to the product. This includes the certification basis of the change, any changes to the operating limitations, supplements to the aircraft flight manual (AFM) or instructions for continuing airworthiness (ICA), amendments to (or additional) airworthiness limitations (AwLs) and any other data necessary for the continued safe operation of the changed product.

Australian Military Type Certificates (AMTCs), Supplemental Type Certificates (STCs) and design approvals issued prior to 30 Sep 16 remain valid unless they are replaced by a DASR equivalent or withdrawn.

What We Do

DASA will issue MSTCs as a subset of approvals to major changes of type design. DASA will approve all major changes to type design as either an MSTC or an amendment to an MTC.

How Do I Apply?

Application to DASA for approval of a major change is via DASR Form 31a. The applicant should indicate to DASA if it would prefer the approval as an MSTC for configuration management reasons.

DASR Form 31 can be used to notify DASA of an impending major change or major repair, and should be submitted for major changes as early as possible to initiate engagement with DASA in the certification process. Engagement with DASA can also be initiated by contacting a member of the DIA Type Certification section or emailing dasa.typecert@defence.gov.au.
