Introduction
The Type Certification Basis (TCB) is an agreed set of airworthiness requirements that a product must be compliant with in order to be issued a Military Type Certificate. The TCB for a Defence product will normally include a primary certification code and any additional supplementation required to account for Defence’s configuration, role and operating environment (CRE). This supplementation may be in the form of special conditions, elect to comply items, equivalent safety findings and exceptions. Given the importance of clearly establishing the Defence aircraft CRE and its implications for supplementation of the primary certification code, the intended use of the product, documented in the Statement of Operating Intent and Usage (SOIU), is integral to the certification process.
A major change to Type Design may result in the need to amend the extant TCB for a product through identification of new (or update to revisions of) airworthiness requirements or design standards, new or revised means of compliance, and/or inclusion of a Military Certification Review Item (MCRI) .
What We Do
Initial TCBs and any changes to established TCBs are approved by DASA. The initial TCB for a product can be approved through either a formal standalone approval of the TCB or through approval of an acquisition Certification Programme that includes the entire TCB.
Updates to a TCB can be approved through a formal standalone process similar to that undertaken for an initial TCB or through approval of the associated major change Certification Programme.
How Do I Apply For Agreement/Amendment of a TCB?
To seek DASA agreement of a TCB, the document(s) should be submitted via email to the project's DIA-DASA (TC) Project Certification Manager (PCM). Where a PCM has not been identified, the Type Certification mailbox should be used for submission. Agreement to the TCB will usually be granted via DASA agreement to the Certification Programme.
