Introduction
Compliance demonstration comprises all the activities required to demonstrate that the product (or change to product), part or appliance complies with the requirements in the certification basis using the agreed means of compliance documented in the certification programme. Compliance demonstration evidence is contained in compliance documents and may consist of design data, test plans and reports, analyses, drawings, processes, material specifications, operating limitations, aircraft flight manual and supplements, and instructions for continuing airworthiness and supplements.
The applicant is responsible for demonstrating compliance by the agreed means, and making the evidence available to DASA for inspection. Regardless of DASA’s inspection requirements, all compliance documents must be independently checked by the applicant as required by DASR 21 Subpart J.
All special conditions, elect to comply items, equivalent safety findings and exceptions must be supported by a Military Certification Review Item (MCRI) . All exception MCRIs must also be underpinned by an Airworthiness Issue Paper (AwIP), or similar document detailing the risk associated with an enduring design deficiency.
What We Do
If a product, change to product or repair is certified by a recognised N/MAA, DASA may grant the applicant relief from having to demonstrate compliance for portions of the certification basis. The extent of this relief will be agreed in the certification programme.
Throughout the certification programme, DASA will inspect select compliance evidence to the extent necessary to assure the safety of the design. The extent of these inspections is documented as DASA’s Level of Involvement (LOI) in the certification programme.
DASA will approve all MCRIs prior to the completion of the certification process.
How Do I Submit Compliance Documents?
All compliance documents should be submitted to DASA in accordance with the schedule agreed in the certification programme. Documents should normally be submitted directly to the Project Certification Manager or if the PCM is unknown contact the dasa.typecert@defence.gov.au for further guidance.
