What We Do

The HSI section within DAVENG fulfils two main (yet entirely separate) roles:

Conduct Authority functions, related to aircraft structures and aero-mechanical systems for ADF rotary-wing aircraft, to support DASA independently assure Initial and Continuing Airworthiness:

  • Prescribe and interpret relevant elements of policy, regulation, design standards and requirements (and promotion thereof)
  • Provide technology specialist safety assurance services internal to DASA (for products and processes, and intelligence and enforcement)
    • Undertake inspection of compliance demonstration evidence
    • Conduct Authority approvals, and where appropriate, issue airworthiness instruments
  • Conduct independent safety assurance of reportable occurrences in response to occurrence reporting, including the issue of Airworthiness Directives if required.

Assist regulated entities (CAMOs, SPOs/MTCHOs and contracted TLS providers), in the capacity as a Defence Centre of Expertise (CoE), to support Commanders ensure structurally-airworthy platforms:

  • Provide HSI services
    • CoE assessments, specialist advice and/or DASR 21J design products (under the DAVENG MDOA AUS.DASA.21J.0010)
    • Where appropriate and when agreed, undertake resource planning, task coordination and management of Aircraft Structural Integrity Programs (ASIPs) and/or major HSI projects on behalf of CASG
  • Execute strategy and govern the Structural Integrity (SI) sovereign capability sponsored by DASA-DAVENG (between DASA-DAVENG, QinetiQ and Defence Science and Technology Group (DSTG))

Training

HSI also provides a range of training to ADF members and external agencies. This includes unit level awareness training, presentations as part of larger courses and the in-depth Helicopter Structural Integrity Familiarisation Course (HSEF).

Helicopter Structural Integrity Familiarisation Course (HSEF)

The aim of the Helicopter Structural Engineering Familiarisation Course is to provide participants with an understanding of helicopter structural design principles and the need for structural integrity management of ADF helicopters. Additionally, the course aims to promote a greater awareness of related ADF airworthiness regulations, as well as structural integrity management roles and responsibilities

The course is aimed at Defence personnel (ADF/APS) or personnel contracted to Defence, who are currently involved in (or planning to be involved in) ADF Rotary Wing acquisition and/or in-service management. Foreign Military members can also contact HSI to enquire about attendance on the HSEF course. The course runs for 3 days, at Defence Plaza Melbourne and/or Virtually (as required).

Attendance on the course is free for ADF and APS employees. There is a cost for industry participants. Should travel be required, travel, meals and accommodation costs are the individual’s parent unit/organisations responsibility.
