Do I need to demonstrate a Defence need upfront when seeking a DASR 145 AMO initial approval or a change of scope?
Yes. DASR 145 AMO approvals and scope of work changes are based off a demonstrated Defence need or an identified future Defence need. A Defence need for services is typically notified to DASA by a CAMO, CASG SPO or platform prime contractor on behalf of the applicant organisation. It is noted that the DASA approach is in contrast to civil regulators where an Approval Certificate is typically issued prior to an AMO engaging in contractual services or tender processes. The DASA approach ensures that Defence resources, required for the conduct of ongoing oversight and enforcement, are appropriately utilised and subject to the specific capability requirements of Defence.
