Chapter 5.3 Annex H Appendix 1 - Continuing Airworthiness Management Exposition Requirements

Where an organisation is pursuing approval by DASA as a CAMO, DASA will rely extensively on the CAME and any associated supporting procedures to gain confidence that the organisation can provide the services to the required standards.

The CAME (including procedure(s) as applicable) should identify full compliance to the applicable DASR M requirements. More specifically, the expected content of the CAME should follow the guidelines of AMC M.A.704.

The CAME should be comprised of:

General organisation details. This section shall detail the CAMO enterprise, providing a brief description of the organisation, its structure, aircraft managed, fleet composition, personnel details including ‘nominated management personnel, relationships with other organisations and ongoing administration arrangements of the CAME.

Continuing airworthiness management procedures. This section shall detail how the CAMO performs their continuing airworthiness functions. Categorically, the CAME should cover as a minimum, utilisation and management of continuing airworthiness records, development, amendment and approval of AMP, monitoring and analysis of the effectiveness of AMP, reliability program, accomplishment and control of Airworthiness Directives, non-mandatory modification embodiment policy, major repairs and modifications, defect reporting, pre-flight inspections, aircraft weight and balance management and maintenance check procedures.

Quality system. The CAMO shall establish a quality system with procedures to ensure compliance to DASR M requirements, including performing independent audits to monitor compliance with required standards and to confirm adequacy of the procedures to enable the safe delivery of continuing airworthiness management services. These procedures shall cover all aspects of performing the quality activities, including defining the audit program and audit procedures, qualifying requirements for quality audit personnel and CAMO personnel. In addition, the Quality system is expected to include the monitoring that maintenance is carried out by appropriately approved maintenance organisations (DASR 145 or equivalent), monitoring that contracted tasks are carried out in accordance with the contract/task order.

Contracted/tasked maintenance. This section should explain how a Maintenance Organisation is selected by the CAMO. Selection should not be limited to the verification that the Maintenance Organisation is appropriately approved for the type/model/series of aircraft, but also that the Maintenance Organisation has the capacity and resources to undertake the required maintenance. This selection procedure should preferably include a contract/tasking review process in order to ensure that:

the contract/tasking is comprehensive and that no gap or unclear area remains,

everyone involved in the contract/tasking (both at the CAMO and at the Maintenance Organisation) agrees with the terms of the contract/tasking and fully understand their responsibilities.

that functional responsibilities of all parties are clearly identified

Airworthiness review procedures (if applicable). A CAMO seeking the privilege to manage and issue Military Airworthiness Review Certificates (MARC) should establish the working procedures for the assessment of the airworthiness review staff (experience, qualification and training), issuance, management and revocation of authorisations. Moreover, the section should describe how the document review and physical survey will be conducted, indicating the records to be reviewed, details to be reviewed and number of items to be sampled during the process. Additionally, this section should also cover how the MARC can be issued or criteria for extension, and ongoing management/retention of records.
