Where a maintenance organisation is pursuing approval by DASA as an AMO, DASA will rely extensively on the MOE and any associated supporting procedures to gain confidence that the organisation can provide the maintenance services to the required standards.
Organisational Management. The MOE management section shall identify the AMO organisational structure, the maintenance management personnel, including ‘nominated personnel’ to ensure all DASR 145 functions are covered as detailed under their respective duties and responsibilities. The following nominated management personnel are responsible for ensuring the AMO complies with the DASR 145 requirements and are formally accepted by DASA via the issue of a DASR Form 4 – Acceptance of Nominated Management Personnel:
Responsible Manager (RM)
Quality Manager (QM)
Non-Destructive Testing Responsible Level 3 (NDT Responsible Lvl 3).
In addition, the organisation’s intended scope of work must clearly show the range of work performed at each approved location and may include the following class and ratings that are appropriately limited by DASA to customise the approval to a particular AMO:
Aircraft maintenance. A category A class rating means the AMO may perform maintenance on the aircraft and any component (including engines/APUs) in accordance with (in accordance with) aircraft maintenance data or, if agreed by the DASA in accordance with component maintenance data, only whilst such components are fitted to the aircraft
Engine maintenance. A category B class rating means the AMO may perform maintenance on an uninstalled engine and/or APU and its components in accordance with engine and/or APU maintenance data or, if agreed by DASA in accordance with component maintenance data, only whilst such components are fitted to the engine and/or APU
Component maintenance. A category C class rating means the AMO may perform maintenance on uninstalled components (excluding engines and APUs) intended for fitment to the aircraft or engine/APU
Specialised maintenance services. A category D class rating is only necessary if the AMO intends to provide the specialised maintenance service for another maintenance organisation (for example D1 NDT rating to release tasks using a DASR Form 1). An AMO with a class rating in A or B or C category may perform specialised maintenance tasks on products it is maintaining “in the course of maintenance” subject to the MOE containing procedures, without the need for a D class rating. These specialised maintenance tasks include and are not limited to, composite repairs, painting, welding, NDT.
Maintenance procedures. The MOE maintenance procedures established by the maintenance organisation to ensure compliance to DASR 145.A.25 to DASR 145.A.95, that shall cover all aspects of performing the maintenance activities, including the provision and control of any specialised services, therefore setting the standards to which the maintenance organisation intends to work. These procedures should be held current in that they reflect best practice and remain an up to date description of the maintenance organisation.
Quality system procedures. The maintenance organisation shall establish a quality system with procedures to ensure compliance to DASR 145 requirements, including performing independent audits to monitor compliance with required standards and to confirm adequacy of the procedures to enable the maintenance organisation to ensure it can deliver a safe product. These procedures shall cover all aspects of performing the quality activities, including defining the audit program and audit procedures, qualifying requirements for quality audit personnel and maintenance personnel (inspectors, certifying staff, support staff and specialised services staff).
Contracting procedures and paperwork. This section should describe the procedures, paperwork and records associated with the CAMO/s that place tasks on the maintenance organisation. It is recommended to have a separate procedure for each CAMO.
Appendix V to DASR AMC 145.A.70 – is an additional resource developed in a check list format to facilitate a compliance check of the minimum expected content of the MOE.
